Update the nightly maintenance chain schedule

Required role: admin. Only an account or token with the admin role can call this operation.

Persists the chain's start time, weekly scrub day and per-step enabled flags. Step order is fixed and cannot be changed. Omitted step entries leave that step's enabled state unchanged.
