Reboot after waiting for storage jobs and a clean shutdown

Required role: admin. Only an account or token with the admin role can call this operation.

Waits for any running Parity, Array-write or Topology job, runs the clean shutdown sequence, then reboots. Hoserva never reboots on its own — this is always the user's action.
