Register a disk as external

POST 
/disks/external

Required role: admin. Only an account or token with the admin role can call this operation.

Assigns a non-array, non-boot disk the Ignore/external role with a label used as /mnt/disks/<label>. Does not mount or format. The boot device is refused, and so is the Unraid USB stick (unraid_stick, 409).
