List spin-state wake events

Required role: viewer. An account or token with the viewer or admin role can call this operation.

Reads persisted spin-state transitions from the central database only — never probes block devices. Returns every recorded transition plus per-device wake counts grouped by UTC day so the wake-events page can show when each disk woke, how long it stayed awake, and how often it woke.
