Replace a share's per-user and per-group access

PUT 
/shares/:name/permissions

Required role: admin. Only an account or token with the admin role can call this operation.

A full replace: this share's access is set to exactly the users and groups listed, and every user or group previously granted an explicit level but missing from the request loses its row entirely (access is editable from either the share or the user; this is the share-side editor).
