Start a manual mover run

Required role: admin. Only an account or token with the admin role can call this operation.

Queues a mover job (hoserva mover run, the manual trigger) — the same mover job the cache-usage threshold and the nightly chain submit; there is no second way to start the mover. Refused with 409 on_battery while the on-battery hold is active — the mover is paused until power returns.
