Set a container's appdata backup policy

PUT 
/appdata/backup/containers/:name

Required role: admin. Only an account or token with the admin role can call this operation.

Replaces the container's policy. Opting a known database image out of being stopped is allowed, and the response carries warning saying why that is a bad idea. 404 container_not_found for a name with no appdata directory in scope.
